Inactive state的UE會透過以下三個事件觸發RNAU(RAN-based Notification Area Update)：

• 事件一: Periodic RNAU timer expired
  • 當Periodic RNAU timer(i.e. T380 timer)到期時。
• 事件二: Previous barred RNAU is alleviated
  • 此事件的觸發條件包含以下條件：
    • barring is alleviated for Access Category '8‘ (i.e., RNAU的Access Category)
    • 上層沒有要觸發Resume procedure
    • pendingRnaUpdate參數被設為true
• 事件三:UE moves out of the configured RNA
  • 當UE移動到新的cell，判斷為此cell不屬於RNA時。

當Inactive state的UE觸發RNAU後，根據接收gNB不同的回應會有不同的狀態轉移。

• 狀態轉移一: 回到Connected state
  • 進到Connected state是因為UE觸發RNAU後，可能收到RRC resume message代表Resume成功或是收到RRC setup message代表網路希望UE重新建立連線。
• 狀態轉移二: 回到Idle state
  • 進到Idle state是因為UE收到RRC release message其中不包含suspendConfig，可能代表網路正發生Overloading的狀態，所以無法服務UE。
• 狀態轉移三: 回到Inactive state
  • 進到Inactive state是可能是收到RRC release message其中包含suspendConfig，此時UE應該根據suspendConfig的參數，重新configure關於Inactive state的參數，然後再進入Inactive state。
  • 另一種情況，可能是UE收到RRC reject message(或是RRC release message)其中包含wait timer。則UE應該在wait timer time out之後，再次執行Resume procedure。而在wait timer期間，UE都繼續留在Inactive state。
